About Rebecca

Rebecca Foxwell is a member of Bracewell’s government enforcement & investigations and litigation practices. Rebecca regularly conducts internal investigations involving allegations of workplace misconduct, discrimination, harassment, bullying, financial improprieties and fraud. Rebecca also advises clients in response to regulatory and criminal investigations and enforcement actions. In addition, she assists with monitorships and compliance assessments. Rebecca's litigation practice includes representation of companies and individuals in a variety of industries in state and federal court and covers all phases of the litigation process.

Experience

Recent Notable Matters

Archdiocese of New York — lead associate in an independent review of the Archdiocese of New York’s compliance with the Charter for the Protection of Children and Young People, which was adopted by the United States Bishops in 2002 in response to the clergy sexual abuse crisis

New York Police Department — assisted the Honorable Barbara S. Jones (ret.) in her appointment by the New York City Police Commissioner to a panel that conducted a full-scale review of the New York City Police Department's disciplinary policies

Cryptocurrency company — represented client in response to federal and state criminal and regulatory inquiries

Hedge fund — represented company in response to regulatory and criminal enforcement actions related to allegations of foreign exchange market manipulation

Transportation agency — reviewed and assessed policies and procedures regarding personnel matters.  Conducted investigations of alleged misconduct and provided advice regarding resolution of those matters

Professional services firm — conducted an independent investigation related to the adequacy of regulatory disclosures of misconduct by hundreds of professionals at the firm and reported findings and recommendations for remedial steps and discipline to a special committee

Philanthropic organization — investigated complaints involving harassment, discrimination, and bullying and provided advice regarding appropriate resolution of these matters

Non-profit arts organization — investigated allegations of sexual assault and other misconduct

Court system — conducted a confidential investigation of discrimination and hostile work environment complaints

Energy company — conducted internal investigation and responded to numerous regulatory inquires related to improperly installed gas equipment across a number of different locations

Entertainment company — conducted confidential investigation of allegations of employee misconduct

Utility company — lead associate in review of company's management structure, policies, and procedures in preparation for an external audit ordered by a state regulator
