Joan Dougherty


Michael Bernard focuses his practice on public law and litigation, including white collar defense. He most recently served as the San Antonio City Attorney, a position he held from 2005-2013. In this role he served as the chief legal advisor to the City Council, City management, and all City departments. His office included a team of 58 attorneys and 40 support staff that provided legal services to the City, including drafting and reviewing all business, construction, and economic development contracts, all ordinances; civil litigation in state and federal courts, criminal prosecution, and in general ensuring that City officials receive sound advice and general counsel on all legal issues.

Before joining the City of San Antonio, Michael served as the First Assistant District Attorney for Bexar County, assisting in the day-to-day management of 356 employees, including roughly 160 prosecuting attorneys, with an $18.5 million annual operating budget. As the highest ranking appointed prosecutor, among his other prosecutorial duties, he undertook and supervised state investigations and prosecutions of securities fraud, banking violations and numerous corporate criminal matters.

Michael began his legal career by establishing his own law firm where he worked for eleven years.  His practice was primarily federal criminal defense that included anti-trust, tax, bankruptcy, securities, bribery and other federal enforcement actions.

He has been a frequent speaker for the State Bar of Texas’ continuing legal education courses. Michael also serves as an adjunct professor of law at St. Mary’s University School of Law, teaching trial advocacy.
