Lorena Westfall


Jessica Adkins is an experienced transactional attorney focused on power and renewable energy. Jessica advises on a wide array of transactions, including complex structured commodity and hedging matters as well as the development and financing of and investment in power projects and businesses. Her unique experience and deep knowledge of power markets and assets allows her to provide her clients, who include private equity funds, independent power producers, trading and marketing companies and financial institutions, with legal advice that is rooted in a commercial understanding of her clients' businesses.

In 2016, ALM’s National Law Journal named Jessica to its list of Energy & Environmental Trailblazers. Among her recent engagements, Jessica advised First Reserve on a long-term hedge arrangement with Morgan Stanley and Gulf Power Company that enabled the debt and tax equity financing of the 298 MW Kingfisher wind farm. The arrangement, which was awarded Deal of the Year at the 2016 Energy Risk Awards, Commodity Deal of the Year at the 2015 Commodity Business Awards and Financial Deal of the Year at the 2015 Platts Global Energy Awards, was noted by Platts as standing out for the "innovative nature of its contract and finance structure." Other recent engagements include counseling clients with respect to investments in multiple wind and solar generation facilities and on entering the newly deregulated Mexican energy market.

Jessica frequently speaks on industry trends at conferences and client events. She is an advocate and supporter of women in leadership roles, and has been on the planning committee for the Gulf Coast Power Association's (GCPA) Annual Women Leadership Conference since its inception. Prior to practicing law, Jessica was a chemical engineer with a multinational engineering and construction company and was a Fulbright Scholar in Spain. Jessica speaks fluent Spanish.

Pattern Energy in long-term project asset secured hedges enabling the project financing of the Panhandle 1, Panhandle 2, and Logan's Gap wind farms, each located in Texas, with an aggregate generation capacity of 600 MW

Capital Dynamics in long-term project asset secured hedges enabling the project financing of the Green Pastures and Briscoe wind projects, each located in Texas, with an aggregate generation capacity of 450 MW

Recurrent Energy in the negotiation of a long-term power purchase agreement with Austin Energy with respect to a 150 MW solar facility to be developed in Texas

Riverstone Energy portfolio companies in commodity and energy management arrangements for their respective natural gas and coal-fired power plants located in PJM and ERCOT, with an aggregate generation capacity in excess of 5,000 MW

Power generator in the restructuring of project asset secured physical tolling arrangements on a 1,900 MW portfolio of natural gas-fired power plants 

NRG Energy in an agreement with Unilever, a leading consumer goods company, for NRG to sell power from NRG's Langford Wind Farm

Multiple power marketers in complex arrangements with retail electric and natural gas companies across the country to act as the sole source of supply and liquidity for such retail companies
