Tammy Jenkins


Derrick Mitchell is a partner in the public law section of the Houston office. He currently advises independent school districts and community colleges at the board level.  In addition, he serves as bond counsel, disclosure counsel, and underwriter's counsel to governmental entities.

Mr. Mitchell has served as bond counsel and disclosure counsel for tax exempt financings for independent school districts, cities, counties and state agencies. He also represents various national and regional investment banking firms as underwriter's counsel in bond and interest rate swap transactions. His practice emphasis includes general obligation and revenue bonds, including transportation revenue, industrial revenue, higher education, mortgage revenue, pollution control, and non-profit hospital bonds.

Representative Matters

Represented several underwriters in connection with financings for the Fort Bend County Toll Road Authority and Harris County Toll Road Authority.

Represented a national underwriter in a $600,000,000 combined utility system financing. 

Represented a Health Facilities Development Corporation as Bond Counsel for several transactions including a Medical Facilities Revenue Bonds (Baylor College of Medicine) and Revenue Refunding Bonds (St. Luke's Episcopal Health System)

Represented a mid-sized Texas city as Bond Counsel in a $9,700,000 Certificates of Obligation bond transaction

Represented a large Houston, Texas county as Bond Counsel in a $295,000,000 and a $395,000,000 Tax Anticipation Notes transaction

Represented a large Texas city as Disclosure Counsel in a Pension Obligation Bond transaction

Represented a football league corporation as General Counsel in the building of a new stadium

Represented a large Texas college system as Bond Counsel

Represented(s) a banking institution as Underwriter's Counsel in an Airport System Revenue Refunding Bonds matter and a county toll road matter
