Rich Alonso, Former Senior EPA Clean Air Enforcement Official, Joins Environmental Strategies Group

WASHINGTON, D.C.,(November 13, 2007): Richard Alonso has joined Bracewell & Giuliani as Counsel in the firm’s Environmental Strategies Group (ESG) in its Washington, D.C. office.

Before joining Bracewell, Mr. Alonso was the Chief of the Stationary Source Enforcement Branch at the U.S. Environmental Protection Agency’s Office of Enforcement and Compliance Assurance.  In this capacity, he was EPA’s second-ranking official for Clean Air Act enforcement.  He managed the national air enforcement program for power plants and manufacturing facilities and was a leading participant in the national regulatory development process.  Mr. Alonso handled permitting, compliance and enforcement issues relating to the New Source Review (NSR) Program of the Clean Air Act (CAA), and is a nationally recognized authority on NSR issues.

During his tenure at EPA, Mr. Alonso was responsible for CAA enforcement cases of national significance representing billions of dollars in injunctive relief and involving alleged non-compliance by companies in numerous industries. Before becoming branch chief, Alonso was the lead staff attorney on EPA’s national enforcement initiative to address alleged New Source Review non-compliance within the coal-fired utility sector. Earlier in his career, he also served as a staff attorney in EPA’s Water Enforcement Division.

Mr. Alonso received his J.D. degree from Syracuse Law School in 1996 and also has a Masters Degree in Environmental Engineering from Syracuse University.  He was associated with Bracewell’s Washington, D.C. office before leaving in 2001 to accept the position of staff attorney with the EPA’s Air Enforcement Division.
