Tracy Hester Co-Authors Nanotechnology Deskbook

HOUSTON (November 9, 2007) — Tracy D. Hester, partner and head of the environmental law section in Bracewell & Giuliani’s Houston office, has co-authored the “Nanotechnology Deskbook,” released by the Environmental Law Institute.

The comprehensive book navigates the application of existing law and regulations to nanomaterials and discusses the development of an effective environmental governance structure that protects human health and the environment without stifling the evolution of this field.  Julia A. Moore, Deputy Director of the Project on Emerging Nanotechnologies at the Woodrow Wilson International Center for Scholars has described the book as “a ‘must have’ guidebook through the legal maze of the nanotechnology revolution,” and asserts that “no lawyer, businessperson, policymaker or government official can afford to be without this Deskbook.”

Mr. Hester is one of the few attorneys in the United States who have closely studied how to apply existing environmental laws to new nanoscale materials.  In his practice, he has focused on the innovative application of environmental laws to emerging technologies, such as wind and other renewable power projects, and on novel compliance strategies.  He also counsels clients in regulatory matters, emphasizing enforcement defense, permitting, environmental diligence in acquisitions and transactions, and cost recovery litigation.
